“The Procurement manual is very much an enabling document – it tries to ensure that people (buyers) understand the possibilities that are open to them – tries to ensure that they appreciate that the NZTA has a very broad view of what it may be appropriate to value (in the value for money sense). But it describes those things at a principles level. My view is that when we speak at the principle level people do not immediately think how the principles (the theory) translate into practice. What you guys are doing is real practice – and I always get a buzz out of seeing the principles in practice.”
